Does Cape Plumbago grow outside there?

This viny shrub grow wild everywhere the parks, along freeways. I've seen it climb up a 40 foot / 12 meters tall trees. The white flowering variety is just as invasive.

There's a red one, Plumbago indica which isn't as has beautiful bright red flowers. It's also more tropical.
