What could be eating the buds on my dianthus?

I have planted two dianthus plants. The green leaves on the plants are doing fine, but the there are never buds...just "white" on the ends of the stems as if the bud was broken off. In this same bed I have purple pansies in this same bed and while I do see the buds on these plants, when they open something is chewing holes in the petals. What could be doing this to the dianthus and the pansies? Any suggestions on how to stop it?

The birds peck my pansies, so if the holes are around the edge of the petals it might be birds. Sometimes there is almost no flower left, but thankfully they dont eat all of them, only some.
