Help with Jasmin Stephanense please.

I planted some Jasmin Stephanense last summer and didn't cut it back after flowering as it hadn't grown in height all that much. Through out winter it was green and healthy but now recently noticed that now all the lower stems and leaves are dry and crispy at from the ground to halfway up

Shall I cut back the thicker dried out stems? There are quite a few layers of them protruding out from the trellis compared to the middle/top where the stems are are shooting up and budding .



Yes trace them back up as well just to make sure they have no new growth then just remove them. I've cut out healthy top growth of clems before as I hadnt realised when the stems branched etc.
