i would like to plant some plants to attract bees but only have a small boarder and have heavy soil.

More importantly, is it sunny there? If so, lavender is full of bees when in flower, but it does need a decent amount of sunshine

I had a wee section left last year and I added a box of wildflower mix, bees were all over it. kept the seeds of the nicer ones and planted them this year.

Great suggestions Mageth. I will use some of them for my own wildlife area.
