I have 2 plants upright Pelgardini they are in pots still in flower, can they stay in them outside for winter? Also 2 Nemsesia in a pot with other plants, Where they are they are Open to the winds we get here, but I can put the 2 Pelgardini in a sheltered corner.

You can risk the Pelgardini outside if you want, but keep them out of rain - they will withstand up to 10 degrees of frost for short periods, but die through the combination of damp and cold, usually succumbing to fungal diseases. Otherwise, bring them indoors.
