Last year at this time everything as now was coming on a pace later I had unexpected attacks of aphids and pests on several shrubs and roses, making them problematic to control, anyone recommend a all in one if possible systemic all purpose treatment I believe now is best time to apply.

Roses are the only plants you might spray regularly without any indication of pests present. Usual treatment is Roseclear ultra, sprayed fortnightly. Everything else you wait to see if they develop troubles, then you ID the problem and use the correct treatment, which may not be Roseclear, depends on the problem.

Thanks for advice Bamboo, gave the Roses a spray, will keep a eye on the shrubs.Any recommendation for a all-in .-one pest control for shrubs if a outbreak occurs?

Not really - different infestations respond better to different chemicals, but check your roseclear bottle if you do find other pests on other plants to see if it covers those - there's no reason why you can't use that on plants other than roses.
