Can my bay tree be revived?

I have inherited a bay tree of approx. 5' in height in a 14" ceramic pot. It has been pruned so that the branches are about 6" long and has been neglected for some time. One branch has five healthy-looking leaves on it and a number of leaf buds. The other branches have no leaves at all.

Can anyone suggest anything I can do to revive the poor thing, or should I accept that it has it had it?

I think it would do better in the ground.
If you want to keep it in the pot you could try giving it fresh compost.

Maybe a bigger pot--14" is pretty small for a 5' tree. Cut off anything dry and brown, but green and flexible is still alive, and where there is lif there's hope.
