Should I remove branches affected by windscorch?

My 8-foot cherry tree, having survived being transplanted about a month ago, has now had all the leaves on its top and higher branches destroyed by a storm that has wreaked havoc throughout our coastal neighbourhood. The 2 lower branches were sheltered and are OK. Should I cut it back to the level of the lower healthy branches?

Not unless the upper branches have been so damaged that they will not continue growing. We've got seriously wind scorched Acers... the branch is fine the leaves are seriously burnt. The branches will be fine next year...
